A Fresh Start: Meet the New PBCA Executive Board

Our new executive board members were officially sworn in by ANC 7B representative D.L. Humphrey during the final Penn Branch Community Association (PBCA) meeting of 2020. This is our largest incoming cohort, comprised of new and past board members, under the rules of our newly-adopted association bylaws.

Updated PBCCA ByLaws – It’s Time to VOTE!

Neighbors,

Thank you all for your active participation over the last several months as we worked to update our Articles of Incorporation and Bylaws. It’s Time to Vote!

We gained excellent input from you beginning with our March meeting, during the virtual question and answer sessions we held on August 29 and September 12, in our September General Body Meeting, and in the e-mail exchanges and telephone conversations we had throughout that time. We worked to incorporate as much of your ideas and feedback as possible, which is reflected in the attached updated Articles of Incorporation and Bylaws (and at https://pennbranchdc.org/pbcca-bylaws/).

We also discussed and gathered your input on updating the association’s name. We conducted a Survey on the issue that showed a large majority (more than 3/4 of respondents) of you wished to update our name to the Penn Branch Community Association. As such, that is reflected in the updated documents.

After incorporating your final inputs, we submitted the updated drafts to our pro bono outside counsel at Latham & Watkins for a final legal review. They reviewed the documents, affirmed our changes, and certified that they are legally sound under all applicable Federal and city statutes. The Board has reviewed the final updated Articles of Incorporation and Bylaws and voted unanimously to bring them to the membership for approval.

The Board unanimously recommends that we vote to adopt the updated documents.

THREE OPTIONS TO VOTE (please choose one and complete by 11 pm EDT on Monday, October 12, 2020):

2) Paper ballot in-person, Thursday October 9 (4-6pm) or Sunday October 11 (3-5pm) at the corner of Carpenter Street and Texas Ave

3) Paper ballot in-person, with home ballot delivery/pick-up by special request for seniors and others without computer access or who are physically unable to make it to the in-person voting sessions (request by calling 202-455-6035 or emailing [email protected]).

As a reminder, only current members will be able to vote. To make doubly sure everyone has the chance to participate, we are extending the deadline to renew your membership and be able to vote to this Sunday, October 11, 2020. If you have not yet renewed your membership, please do so at https://pennbranchdc.org/membership/ or in-person during the Thursday or Sunday voting sessions.

We will announce the results of the vote during our upcoming General Body Meeting on Tuesday, October 13, 2020 at 7 pm.

PBCCA Bylaws Subcommittee 1st Q&A Session – video link

On August 24, the Bylaws Subcommittee disseminated by email the draft updated PBCCA Articles of Incorporation and Bylaws, and on August 29 we held a virtual Question and Answer (Q&A) session with the community.

For those who weren’t able to attend the Q&A Session, the video is available HERE. Thank you to all who participated and provided helpful suggestions to improve these drafts.

Stay tuned for more opportunities coming in September to get your comments and updates to the Bylaws Subcommittee for the final draft.

The Penn Branch Citizens Civic Association (PBCCA) is currently recruiting for a slate of candidates best qualified to serve as officers of PBCCA for the 2020 – 2022 Administration. The following positions are up for election:
